Serving Property Owners in Southeastern Connecticut The Norwich Property Owners Association ( N.P.O.A.) is a coalition of responsible property owners who have united to create fair and effective housing laws and promote safe, clean, affordable housing in southeastern Connecticut. We distribute information intended to educate and inform property owners about evictions, lead issues, laws and legislation, municipal policies, leases, rental forms, loans, grants and tax issues.
